The highlight of his career was receiving appointment by the Pennsylvania governor and state police commissioner as the first deputy commissioner of professional responsibility with the rank of lieutenant colonel in the department's 105-year history.

He became involved in his profession because of his experience in the military. He wanted to continue to serve and protect by attaining a career in law enforcement.

On May 21, 2010, Lt. Col. John R. “Rick” Brown was honorably discharged after completing more than 29 years of service with the Pennsylvania State Police. He then launched his own business, Transparency Matters, LLC, located in Harrisburg, Pa. Transparency Matters is focused on building public trust through developing transparent policing policies and processes that reduce organizational risk, and engender trust within and outside of an organization. Transparency Matters is committed to continued public service by promoting police accountability, diversity, community education, training and monitoring. On May 23, 2010, Brown began working with the Office of the Independent Monitor of the Oakland Police Department on the Negotiated Settlement Agreement in the case of Delphine Allen, et al., v. City of Oakland, et al., in the United States District Court for the Northern District of California under the direction of judge Thelton E. Henderson. On October 20, 2010, Brown began working with the Office of the Independent Monitor of the City of Detroit Police Department on the July 18, 2003, consent decree brought by the United States Department of Justice in the United States District Court for the Eastern District of Michigan Southern District under the direction of judge Julian Abele Cook. Brown is an executive reviewer with the evaluation and demonstration programs of the National Institute of Justice, in collaboration with Educational Services, Inc., of Bethesda, Md. Brown has collaborated with the Office for Victims of Crime, within the United States Department of Justice, on its witness intimidation and diversity working groups. Brown served on IACP advisory committees that aimed to link local law enforcement internal affairs practices, facilitate community trust building, employ returning combat veterans as police officers, and increase police response for people with mental illness. Brown served on the Pennsylvania Governor’s Executive Diversity Council regarding commonwealth diversity recruiting initiatives with the Office of Diversity Management. Brown has been a guest speaker with IACP; the Washington Association of Sheriffs & Police Chiefs; American University, located in Washington, D.C.; California University of Pennsylvania; Elizabethtown College, located in Pennsylvania; and the Pennsylvania Department of Corrections.
